"Whenever you have a technique to attack their stuff, you are
necessarily leaving our stuff vulnerable. Conversely, whenever you fix
our stuff, you are fixing their stuff."
This is a very important point. A strong defence is even more important
than a strong offence, so focussing only on how we can improve the
offensive capabilities of our security services without doing anything
much about our defenses makes us all more and more vulnerable.
