There are a number of important implications. This leads to positive
feedback loops - in societies where people feel safe, they are more
willing to vote for parties and policies that will make things better
for everyone; whereas in societies where everyone is fearful they tend
to vote for measures that are more conservative and authoritarian and
often make things worse rather than better, which continues to feed the
vicious circle of feeling fearful.
