assets–like natural resources, carbon tax payments, or a sovereign
wealth fund–in common, and used it to fund programs like a universal
basic income."

Many people believe that "the atmosphere, minerals and fresh water
around us" are indeed our shared assets.  The problem is convincing
those who are profiting from their unequal access to those assets.
