cynical side and not particularly helpful. It is useful to have a
standard we can point to. The homeless in Melbourne were able to get
international attention by quoting the Universal Declaration of Human
Rights at their rallies, and thereby put pressure on Lord Mayor Robert
Doyle to withdraw various brutal actions against those sleeping rough."
