Partisanship leads incoming governments to seek to undo or put their own
stamp on every long-running infrastructure project started by their
political opponents. They can always find a way to claim it will be
cheaper and faster even when that's complete nonsense, because it's
difficult to prove the benefits of the hypothetical alternative not pursued.
What's really needed is a political system that doesn't devolve to two
tribes increasingly at war over everything. That means a system with
countervailing incentives to strengthen multiple points of view.
Unfortunately voters like to belong to tribes and the media love to
encourage it.
