This strip, and the one immediately after it, were two of the more overtly political of the very earliest comics. All the elements were there: Millie's cheerfully bossy and manipulative tendencies, Ozy's unperturbed passivity, and of course a broad political comment in childhood microcosm. I never improved on that formula--I don't think the more direct political stuff works quite as well, usually.
I also want to point out this was three years before Bush became president. The more things change, the more they stay the same.
