In order to address serious structural problems like endemic poverty, you first
have to actually listen to the people affected and make sure you understand
what's really going on, otherwise you risk making the situation worse by trying
to solve the wrong problem. Which unfortunately is exactly what the US appears
to have been doing for quite some time.
