"More than a dozen years passed before Witter finally met someone who didn’t
think she was a nut job, who finally believed her – a social worker named Julie
Turner."

It's easy to believe that the homeless person is crazy.  But as Kafka pointed
out, often it's the system that's crazy.  And this story is eminently
Kafkaesque.  It's great that she finally got a good outcome (after 16 years!)
but what about all the other people in similar situations?

Cheers,
